Message Psi is a unit of pressure that doesn't tell you anything about the amount of flow.

An air compressor can make 150 psi, but it doesn't flow much at all. On the other hand a large blower flows a lot of air, but doesn't make much pressure.

As far as that crappy little filter goes, they can claim that it can handle 200 psi as long as it can withstand that amount of pressure without bursting- it doesn't mean that it can handle a lot of flow going through it though.

Flow would be measured in volume/time @ pressure
